Tribunal overrules unconditional discharge paedophile suspect

 

Accra (Greater Accra) 22 September 2001 - A Circuit Tribunal on Friday overruled an application for unconditional discharge of John Dale, a British national suspected to be a homosexual.

 

Mr Kwame Takyi, who is prosecuting on behalf of the Ghana Immigration Service (GIS), told the tribunal that Counsel for the accused, Mr Ofosu Quartey, who was absent, had filed an application for bail and unconditional release of Dale.

 

Mr Takyi said he opposed an unconditional release because investigations into to the case in which the accused person attempted to have sex with a child had not been completed.

 

He said the accused has a history of sodomy and the police suspected he would commit the crime again.

 

The tribunal chaired by Mr Ziblim Imoru overruled the application for unconditional discharge and ordered the accused to surrender his passport to the GIS as condition of bail.

 

He was asked to report to the police at Bawjiase at 0800 and 1800 hours each day until his stay permit expires on September 29.

 

The tribunal also asked the prosecution to furnish it with a comprehensive history of Dale. The case has been adjourned to October 5 for mention.

           

The Women and Juvenile Unit of the Police Service arrested Dale who arrived in the country in June this year.

 

Dale, who is a listed paedophile in Britain, was arrested when a lady on holiday in Ghana saw him in a house of her relative at Bawjiase in the Central Region.

Manager remanded for impersonation

 

Accra (Greater Accra) 22 September 2001 - A 29-year-old man was on Friday remanded in prison custody by an Accra Circuit Tribunal for impersonating Dr Paa Kwesi Ndoum, Minister of Regional Integration and Economic Planning.

 

Michael Anthony Quantse, Area Manager of Padway Ghana Limited, who faced charges of defrauding and possessing forged documents, used the minister's name as well as one Dr Kofi Nyamekye to defraud two brothers by renting their two vehicles at the cost of 6.1 million cedis.

 

 The accused, who claimed he has MBA degree from Legon, also collected 5.75 million cedis and 60 bags of rice costing 12 million cedis, alleging that Dr Ndoum was a member of his company.  His plea was not taken and he will reappear on October 4.

 

Inspector Emmanuel Boison asked the tribunal to remand the accused to enable the police to complete their investigation.

 

The prosecution said the accused, a distant relative of the complainants, approached them for some money to carry out research for his company in which he claimed Dr Ndoum is a partner.

 

The accused collected 5.75 million cedis from the first brother and asked the second one to rent two of his vehicles to his company.

 

The prosecution said the accused agreed to pay a monthly fare of 3.1 million cedis for one car and three million cedis for the other. Quantse again collected 60 bags of rice worth 12 million cedis in the name of his company but failed to pay.

 

On August 28 the two brothers became suspicious about the accused and reported him to the police who retrieved one of the vehicles.

 

The prosecution said on September 5 the accused led the police to Kpando where he had given out one of the vehicles to one Ferguson and collected 3,800 Naira.

 

The car was retrieved but accused could not refund the money. Investigations at the Registrar-General's Department indicated that the company of accused does not exist.

 

Other investigations at the Agricultural Development Bank and Standard Chartered Bank showed he was operating his accounts in the name of one Anthony Toku Baah Boateng.
