Ghanaian troops for peacekeeping in DR Congo

 

Accra (Greater Accra) 05 October 2001-A two-man UN team has ended a five-day working visit to the country to assess the preparedness of the Ghana Armed Forces (GAF) for deployment in peacekeeping in the Democratic Republic of Congo (DRC).

 

The team was made up of the Chief of Joint Logistics Operations of the United Nations Mission in the DRC (MONUC), Colonel Xavier de Chambord of France and Lt Col Bailo Dionc of Senegal.

 

A statement on Thursday by the GAF's Directorate of Public Relations said the team expressed satisfaction with the preparations GAF was making when it called on the Chief of Defence Staff (CDS) Lt Gen Seth Obeng.

 

Col Xavier said though MONUC was facing some difficulties from the eastern part of the DRC due to the concentration of armed elements, the impending inter-Congolese dialogue scheduled for the 15th of this month in Addis Ababa, Ethiopia, would lead to disarmament and the repatriation of foreign troops.

 

Gen. Obeng reaffirmed Ghana's commitment to global peace.

 

Ghanaian troops are expected to depart to the DRC in a fortnight to take part in peacekeeping operations.

Aliu appeals to Germany to support youth empowerment

 

Accra (Greater Accra) 04 October 2001 - Vice President Aliu Mahama on Thursday said providing jobs for the youth is one of the major challenges facing the government and appealed to Germany to assist.

 

Speaking to a delegation of heads of Friedrich Naumann Foundation (FNF), at the Castle, Osu, Alhaji Mahama said the government needed support to achieve its objectives of alleviating poverty and providing employment opportunities to make the youth responsible citizens.

 

Members of the delegation, which comprised heads of the foundation's branches in Africa, South of the Sahara, are attending a one-week conference in Accra to review FNF's activities. 

 

Mrs Eva Maria Kohler, Director responsible for East Africa, led the delegation that would also identify some of Ghana's development concerns and articulate them in debates on Africa in Germany.

 

Alhaji Mahama commended FNF for the support it gave the Youth Empowerment Committee he commissioned last July to find means of improving the socio-economic status of the youth.

 

He urged the foundation to assist to implement some of the recommendations that include the formulation of a pragmatic youth development policy and regular training and education to make the youth employable.

 

The Vice President thanked Mrs Kohler for the commitment to strengthen democracy and private sector development when she was the foundation's director in Ghana.

 

Mrs Kohler, whose term ended in June, told journalists that Ghana's peaceful transition to another democratic regime was remarkable and a model for the rest of Africa.

 

She said the conference was deliberating on activities of the foundation with a focus on strengthening democracy, promoting good governance and rule of law and supporting private sector-led economic growth.

 

She said recommendations from the conference would help shape and harmonise Germany's policy on Africa.

 

Mrs Kohler said to ensure good governance journalists must hold government to task on its campaign promises.

 

She, however, advised them to be realistic in their perception when setting time frames for socio-economic changes to take place.

 

FNF, apart from providing funds for its projects, promotes technical cooperation between German professionals and experts and their African counterparts.

Diplomatic passports to be withdrawn

 

Accra (Greater Accra) 05 October 2001 - The Ministry of Foreign Affairs on Thursday announced the withdrawal of all Ghanaian diplomatic passports in circulation with effect from October 10.

 

"These passports would therefore not be valid for travelling. "A statement from the ministry said the government has issued new diplomatic passports that came into effect on September 25 this year.

 

The ministry has therefore asked all officials or persons who are in possession of the old diplomatic passports to surrender them to the Minister of Foreign Affairs for replacement.

 

The statement advised officials who qualify to possess Ghanaian diplomatic passports to apply through the Minister of Foreign Affairs to ensure prompt issuance of the new passports.

President Kufuor to visit Cote d'Ivoire

 

Accra, Oct.4, GNA - President John Agyekum Kufuor will on Friday pay a five-day visit to Cote d'Ivoire during which he will deliver the keynote address at that country's historic reconciliation conference.

 

The trip, at the invitation of the Ivorian government, would also provide a forum for President Kufuor and President Laurent Gbagbo to discuss pertinent issues including global efforts at eradicating terrorism, sub-regional integration as well as bilateral issues.

 

Mr Hackman Owusu-Agyemang, Minister of Foreign Affairs, said this on Thursday shortly before he went into closed-door meeting with US Ambassador Nancy Jo Powell in Accra.

 

The first ever Ivorian Conference on Reconciliation opens on Monday to begin efforts to bring together various political factions owing allegiance to President Gbagbo, former Premier Alassana Ouattara, deposed President Konan Bedie and ousted military leader General Robert Guei.

 

Mr Owusu-Agyemang said President Kufuor regards his participation in efforts to reunite the Ivorian people as a privilege adding: "We are one people who share almost the same custom and tradition."

Ghana to participate in coalition against terrorism

 

Accra (Greater Accra) 05 October 2001-Ghana will take active part in the global coalition against terrorism "in order to make the world peaceful", Foreign Minister Hackman Owusu-Agyemang said on Thursday.

 

Speaking with Mrs Nancy Jo Powell, US Ambassador, shortly before the two went into closed-door meeting, Mr Owusu-Agyemang expressed solidarity with efforts to unearth perpetrators of the September 11 terrorist attacks on the US.

 

"We are with you in the fight. The fight against terrorism is a fight for humanity. The effect of the attacks was global."

 

The minister said the fact that major world programmes had to be called off as a result of the attacks emphasised the importance of America to the global village.

 

He expressed appreciation for America's steadfastness and continued assistance to Ghana even in this time of distress, citing the latest credit facility of 6.7 million dollars signed last week.

 

Mr Owusu-Agyemang commended Ambassador Powell, who assumed office barely a month ago, for settling down quickly and familiarising with the Ghanaian situation.

 

Mrs Powell thanked Ghana for its support to the US in the face of the tragedy and said the time has come for the worldwide solidarity to be translated into a coalition for fighting terrorism.

Govt urged to open debate on private participation in water

 

Sunyani (Eastern Region) 05 October 2001-Brong Ahafo Network of Non-Governmental Organisations (BANGO) on Thursday called on the government to subject the proposed private sector participation in water supply to a thorough public debate for a general consensus on the issue.

 

At a meeting in Sunyani in reaction to the government's intentions, BANGO urged it to honour its promise of transparency in governance.

 

"It is incumbent on the government to apply the ingredients of transparency now in the administration of the country, which can best be done through a national public debate to put to rest the hue and cry over water privatisation."

 

The meeting said, "water as a sensitive and strategic resource, is a basic necessity for the survival of the people, hence its privatisation will make life more unbearable for most ordinary Ghanaians".

 

It expressed disgust at attempts to allow expatriates to take charge of the distribution of the basic need of humanity, saying that such a move would be strategically detrimental to the state.

 

The meeting cautioned the government not to repeat the quality grain saga, which has ended up in a huge financial loss to the state, instead of an efficient and abundant rice production.

 

Expatriates only seek for their interests, not those of host countries, the members emphasised.

 

The meeting identified effective communication between government and the people as an essential factor for good governance and the growth of democracy.

 

It, therefore, urged media practitioners and organisations to continue to educate people on sensitive and important national issues like the water privatisation for better understanding.

 

In a related development BANGO has condemned the uncharitable words used by the Water Sector Restructuring Secretariat against Integrated Social Development Centre (ISODEC).

 

It said such actions did not help to build a cohesive nation but rather undermined democracy and peaceful co-existence.

 

"Basically, NGOs aim at complementing government's efforts to ensure socio-economic and political well being of the people and ISODEC, like others, wants to see that the rights of the people are not trampled upon or taken away from them", it said. BANGO advised the government to be tolerant to opposing views.

Companies asked to submit annual returns  

 

Accra (Greater Accra) 05 October 2001-All registered companies were on Thursday asked to submit their annual returns to the Registrar General by November 30, 2001 or face prosecution together with their directors.

 

A statement signed by the Chief State Attorney, Mr. J.K. Harley for the Registrar warned that the defaulting companies would as well have their names cancelled in the register.

 

The statement, however, said no person has been mandated to collect renewals or any fees on behalf of the Registrar-General's Department.

 

It said "proprietors must effect their renewals either by calling personally at the department or write to the Registrar".

 

Companies, which fail to adhere to the directives, would have their name published in the Dailies and the Gazette.

 

The Registrar General reminded Rural and Community Banks incorporated under the Companies Code to deliver to the Registrar for registration annual returns in accordance with the law.

 

It also reminded proprietors of registered partnership firms and business names of the mandatory annual renewal of the registration of their businesses.

 

Business names that are not renewed annually automatically lapse, the statement added.

National Insurance Trust says will auction Vibe FM’s assets 

 

Accra (Greater Accra) 05 October 2001-Mr Kweku Osei Bimpong, Head of Public Affairs of the Social Security and National Insurance Trust (SSNIT) said on Thursday that SSNIT would secure a court order to auction the assets of VIBE FM, an Accra private Radio Station, if the station does not make satisfactory arrangements to pay its rent arrears.

 

Speaking at a press conference in Accra, Mr Bimpong said SSNIT would pursue other assets of the company if proceeds from the auction do not cover VIBE's total indebtedness.

 

VIBE FM's assets were seized last Thursday on a court order after Questfine, operators of the station, failed to pay rent arrears of 506 million cedis owed to SSNIT. The company last paid 20 million cedis in July this year.

 

VIBE's case brings to seven the number of defaulting tenants in the Trust Towers that have had their assets seized in recent times.

 

Mr Osei-Bimpong dismissed claims that the assets of the station had been destroyed in the course of the seizure, saying they were carefully removed under supervision of the court officials and a licensed auctioneer.

 

"We are also aware that those items, which could not be removed, were left in the premises under lock and key."

 

He said SSNIT was not aware of any discussions between VIBE and the Graphic Communications Group that would allow Graphic to buy into VIBE.

 

Mr Bimpong said the new SSNIT management would remain firm in the discharge of its obligations to restore public confidence in it as a viable commercial entity.

 

One such obligation is the recovery of huge debts owed by companies that operate in some of its commercial buildings.

 

Mr Bimpong called on other defaulting companies and organisations that had been served with demand notices to pay up their rent arrears.

GJA Ethics Committee criticises Kofi Coomson

 

Accra (Greater Accra) 05 October 2001-The Ethics Committee of the Ghana Journalists

Association (GJA) on Thursday deplored the conduct of one of its members, Mr Kofi Coomson, Publisher of "Ghanaian Chronicle" for attacking the Chairperson of the Committee, Mrs Frances Ademola and calling her a liar.

 

"It is most unfortunate that Mr Coomson is averse to the Ethics Committee of his own professional association, legitimately set up, as part of efforts at ensuring that journalists abide by the ethics of their profession, and to promote media accountability and credibility," the committee said in a statement.

 

The statement signed by Mr Frank Kludje, Secretary of the Committee, said Mr Coomson alleged on a Joy FM radio programme that Mrs Ademola lied when she said he (Mr Coomson) had decided not to pursue further the case between him and Mr Elvis Aryeh, Editor of the "Daily Graphic".

 

This was after Mr Aryeh had refused to substantiate before the committee the serious allegation of corruption he had made against Mr Coomson.

 

The Ethics Committee said it considers Mr Coomson's attack on Mrs Ademola as uncalled for.

 

"To set the matter straight, Mr Aryeh had stated before the committee that he would only substantiate the allegations against Mr Coomson before a court of law because he did not trust Mr. Coomson.

 

"The obvious way forward for Mr. Coomson to clear his name was for him to take the matter to court. As far as we know, he has not yet done that and we do not think differences in perception of whether he will or will not take any further action concerning the case warrants him calling Mrs Ademola a liar."

 

It said Mr Coomson did not take advantage of issuing the rejoinder and it is most curious that he decides to attack the chairman of the ethics Committee after so many months.

 

The Committee further disputed Mr Coomson's assertion that so many people have refused to cooperate with it and said they have dealt satisfactory with complaints from the Vice President, Minister of Defence and the Director General of Prisons among others.

Police impound two "Mills for President" campaign vehicles.

 

Accra (Greater Accra) 05 October 2001-The Police have impounded two Hyundai Galloper cross-country vehicles used by the "Mills for President" campaign team for the

2000 elections.

 

A source at the Criminal Investigations Department (CID) of the Ghana Police told the Ghana News Agency on Thursday that it has begun investigating the ownership of the vehicles registered in the name of Africa Automobile Limited (AAL) but believed to belong to the state.

 

The Police said the cars were found in houses at North Kaneshie and Osu upon a tip-off.

 

At North Kaneshie, Nana Brofohene alias Nana Frimpong Danso of Dorma-Ahenkro told the Police that Mr Antwi Gyamfi, 58, Director of LANATOP Construction, gave one of the cars to him in November 2000 to use to campaign for the former Vice-President John Evans Atta Mills.

 

When the Police went to Mr Gyamfi's residence at Osu they found the other vehicle.

 

Mr Gyamfi told the Police that he was the National Organiser of "The Mills for President" campaign team and got the vehicles following appeals he made to his cousins and well wishers in the United Kingdom.

 

Police investigations at AAL revealed that the company did not sell the vehicles but said they believed their principals might have done so.

 

Investigations showed that although AAL handed over the cars to Mr Gyamfi the company has no documents on the transaction.

 

Mr Gyamfi said he was only informed by AAL to come for the cars and he went to collect them.

 

Both cars were registered with numbers GW 325 W and GR 8781 R on April 25 and June 26, 2000, in the name of AAL. There was no document on the transfer of ownership.

 

The source said checks by Interpol from the principals of AAL in London indicated that no such transactions had taken place there. It said Mr Gyamfi has failed to prove his ownership of the cars to investigators and has no documents to support his claims.

 

He has also failed to mention or identify any person or group that sent the cars to him.

National pets show opens in Accra

 

Accra (Greater Accra) 05 October 2001-The first ever national pets show opened in Accra on Thursday under the theme, "a good pet a friend forever.''

 

The show, organised by Infocus Public Relations under the auspices of the Ghana Veterinary Association, is to raise the level of awareness and consciousness of the public on pet-care.

 

It is also to highlight the potential of the pet industry in job creation and bring together all segments of the pet industry to showcase their products and services.  

 

Dr K. Bowi Darkwa, Executive Director of the La Veterinary Hospital and Chairman of the organising committee of the show, said pet show is a big time business organised annually in other countries to bring to the fore the immense economic potential of the pet industry.

 

"In Ghana, however, the history of pet-show is nothing to write home about and that is the reason why national Pet-Show-2001, which marks an important land-mark as a pace-setter of subsequent annual shows in the country, should be embraced by all," he said.

 

Dr. Darkwa said the increase in crime in the country would necessitate the setting up of dog breeding clubs since the demand for guard dogs would increase as a result.

 

"Presently some people import puppies from countries like South Africa and sell them at prices ranging from 200 and 500 dollars depending on the breed," he said.

 

Dr. Darkwa said the Ghana pet industry should be encouraged to go into dog breeding as well as aquaculture and other areas of pet care, since it could consequently open job avenues.

 

In a speech read on his behalf, Major Courage Quashigah (RTD), Minister of Food and Agriculture, said the pet industry for the past years has not received the needed attention despite its immense potential in offering jobs.

 

"It is therefore heart-warming to note that the organisers of this great event are spearheading the crusade in educating the public on pet-keeping with the view to unearthing the immeasurable benefit inherent in the pet industry," he said.

 

He said by ensuring sustainable annual pet shows, foreign participants would contribute towards the foreign exchange growth of the country and urged the show organisers not to rest on their oars.

 

Major Quashigah urged the organisers to pay attention to the education of the public on their responsibility to take good care of their pets, since animals can transmit diseases to humans.

 

He said between 1995 and the 2000, rabies killed 73 people, adding that education on the importance of vaccinating pets could prevent deaths from such infections.

 

Dr Andy Quarcoopome, President of the Ghana Veterinary Medical Association (GVMA) said there are unexplored roles of pets in Ghana, which could be exploited to enhance the quality of life of the people.

 

He said the GVMA has declared the first week of October as the National Pets Week to help unearth these roles.

 

The three day outdoor programme which ends on Saturday is open to all kinds of pets especially dogs, cats monkeys and birds.

 

Activities planned include an equestrian display and a dog race competition by military trained dogs. Participating in the show are both local and foreign dealers in the pet industry.

 

October 4 is celebrated as International Day of Pets.

Improve standards to cope with competition - Deputy Minister

 

Accra (Greater Accra) 05 October 2001 - Mr Abubakar Saddique Boniface, Deputy Minister of Trade and Industry on Wednesday charged local industries to upgrade their production standards to cope with the competition on the global market.

 

The fact that their goods are patronised here should not make them complacent, but they should strive to achieve international standards, Mr Boniface said when he spoke to newsmen after touring a number of industries in Accra and Tema.

 

The Deputy Minister said the government was convinced that the private sector could be the engine of growth, when given adequate support, to lift the country out of its present precarious economic situation.

 

He said the government was working hard to bring down inflation to make it easier for the private sector to access loans at a more favourable interest rate.

 

"Government's role is to act as a facilitator for the private sector to operate in a conducive atmosphere to fulfil the President's declaration of a ‘golden age` for business.

 

He expressed concern about poor worker- management relations and urged both parties to ensure cooperation.

 

"The government will not entertain any confrontation which may serve as hiccups to industrial growth", he added.

Chief Justice's stand is surprising-Media Youth

 

Accra (Greater Accra) 05 October 2001-The Media Centre for Youth Development (Media-Youth) on Thursday called on Ghanaians to oppose any moves that threaten the freedom of the media.

 

Reacting to statements attributed to the acting Chief Justice, Mr Justice E. K. Wiredu, opposing the repeal of the Criminal Libel Law, Media-Youth said while respecting the opinion of the acting Chief Justice, "we are surprised at his stand in view of his position as the embodiment of the judiciary".      

 

Addressing the annual conference of the Ghana Bar Association at Sunyani last Monday, Justice Wiredu was quoted as expressing his displeasure at the repeal of the law, saying it had given journalists and other persons the freedom to abuse the rights of others.

 

Media Youth said in a statement that the repeal was as a result of the condemnation of the law by various human rights activists on the grounds that it was inconsistent with the spirit and letter of the 1992 constitution.

 

"Many journalists and media practitioners were jailed, fined and subjected to various forms of punishment under the law in the course of discharging their constitutional duties.

 

''We admit that some of the media practitioners acted unprofessionally or erred in carrying out their duties. It must be noted, however, that journalists like lawyers, engineers, accountants, surveyors and judges are not infallible", the statement said.

 

Media Youth urged journalists to abide by their code of ethics and the public to help promote a viable media rather than gag it.

Salifu questions rationale for sending all tax collections to Accra

   

Bawku (Upper East Region) 04 October 2001 - Mr Mahami Salifu, Upper East Regional Minister, on Wednesday questioned the logic in the practice where several millions of cedis collected in the region annually by the Customs, Excise and Preventive Service (CEPS) and other revenue agencies were sent to Accra while those agencies up north lacked funds to acquire basic facilities to work with.

 

To enhance the efficiency of these agencies, there should be a change in policy that would allow a portion of the revenue to be retained at the regional level to provide basic requirements, he said.

 

Mr Salifu made the remark when he toured some security installations in the Bawku West and Bawku East Districts to acquaint himself with situations there.

 

During the tour the Regional Minister also interacted with Police, CEPS, Immigration, Prisons and Fire Service personnel at Zebilla, Binduri, Bawku, Missiga and Garu.

 

Problems that were mentioned during the Minister's tour included the lack of means of transport, accommodation and communication gadgets as well as inadequate staffing.

 

At Bawku, the Regional Minister noted that although the area now enjoyed relative peace the situation was not entirely stable yet adding that, the government would continue to search for a lasting solution to the area's problems.

 

He urged security agencies in Bawku to put their ears on the ground and collate information that would enable the Regional Security Council (REGSEC) to completely rid the area of arms and troublemakers.

 

Captain Richard Woanya, Commander of the ABF contingent in Bawku, told the Regional Minister that he and his men were conscious of the delicate nature of the Bawku situation and were prepared to work hard to bring peace to the area.

Local Authority association to investigate ¢30m deal   

 

Accra (Greater Accra) 05 October 2001 - The new executive council of the National

Association of Local Authorities of Ghana (NALAG) has been tasked to find out how two former members spent 30 million cedis on the selection of regional representatives without legal authority.

 

"The government wants to know how that money was spent and who is culpable so that it can consider the possibility of referring the issue to the Attorney General's Department'', Capt Nkrabeah Effah-Dartey (Rtd), Deputy Minister of Local Government and Rural Development, told members of the newly elected executives of the NALAG at their swearing -in on Thursday in Accra. 

 

Mr Justice Theodore Adzei, a Supreme Court Judge administered the oath of office to the 19-member executive, elected on September 18, at an extraordinary congress at Sunyani.

 

Capt Effah-Dartey also assigned a number of other tasks to the council headed by Mr Akwesi Asare Ankomah, including producing an audited account of NALAG as at July 1, 2001 by December 1, 2001.

 

They are also to find out how many NALAG conferences had taken place this year, those who attended and venues of such conferences, amount of money spent as well as the benefits NALAG derived.

 

Captain Effah-Dartey said that the government had no intention of taking direct control of the administration of the association but so long as it survives on dues paid by member assemblies that are deducted at source from the District Assemblies' Common Fund, "it is logical that government should be interested in how that money is used."

 

NALAG, grouping together the metropolitan, municipal and district assemblies, went through a process of re-organisation culminating in the holding of an extraordinary congress on September 18 to elect the new executive council.

Prosecute Poverty Alleviation Fund defaulters - MP

 

Breman Asikuma (Central Region) 05 October 2001 - The Member of Parliament (MP) for Asikuma-Odoben-Brakwa, Mr Paul Collins Appiah-Ofori has directed the

Brakwa-Breman Rural Bank to liase with the District Assembly to take legal action against defaulters of the Poverty Alleviation Fund.

 

The MP, who said this when he toured some communities in the district, said he had written to the bank and copied the assembly for the necessary action to be taken.

 

He said since 1998, some beneficiaries in the district had failed to repay the loans.

 

Appiah-Ofori said the fund was a revolving one and beneficiaries were to repay after a year for others to benefit.

 

Following the MP's intervention, 129 million cedis out of 450 million cedis doled out have been retrieved, leaving an outstanding amount of 321 million cedis.

 

The MP has since September 14, toured about 20 towns and villages in the district, to offer thanks for his election as MP, explain government policies and programmes and to acquaint himself with problems in the communities.

 

Some of the communities visited included Breman Asikuma, Kuntanase, Ayipey, Anwhiam, Bedum, Bako, Amoanda, Kwanan Bosomase, Boame Nkwanta, Fankyeneko, Ato Dauda, Kokwado, Otroba, Abuakuwa and Akroma.

 

The District Chief Executive, Mr Sampson Kwame Anfako told the Ghana News Agency that the assembly was going round with revenue mobilisation van to warn the defaulters while the bank was also compiling the list of the defaulters for the necessary action.

Krif Ghana Limited donates to GJA

 

Accra (Greater Accra) 05 October 2001-Krif Ghana Limited, dealers in stationary, on Thursday donated some products of the company to the Ghana Journalists Association (GJA) in recognition of the role the media is playing.

 

Mr Samuel A. Asala, Krif Business Manager, presented the items, which included files, A4 paper and staplers to Mr Yaw Owusu-Addo, GJA Vice President.

 

Mr Owusu-Addo urged other institutions and members of the public to help the association build a ''fearless, vibrant, responsible and credible media" to promote functional democracy.

 

He advised the public to be wary of people who pose as journalists and misconduct themselves at functions, to report them to the association to enable it to weed out such undesirable elements.

Retired Engineer drowns

 

Breman Asikuma (Central Region) 05 October 2001-Kobina Amponsah, 56, a retired Engineer of the Tema Boat Yard got drowned in River Oche on the Breman Asikuma -Agona Swedru Road on Tuesday.

 

The Police have since deposited the body, which was discovered by a search party, at the Breman Asikuma Catholic Hospital mortuary for autopsy.

 

Opanin Kofi Darko alias "007", father-in-law of Amponsah told the Ghana News Agency at Breman Asikuma that he hired 12 farm labourers including the deceased, who he alleged had developed some mental problem, and seven school children to work on his oil palm plantation, near River Oche on the Agona Swedru road.

 

He said while working, the group had an encounter with a black cobra and Amponsah killed it.

 

He said during lunchtime Amponsah could not be traced and Opanin Darko asked the workers to search for him.

 

Opanin Darko said one of the school children, who went to the riverside where they draw water, reported that Amponsah had left his farm uniform - a pair of trousers, shirt, pants and a pair of shoes- at the bank of the river.

 

Opanin Darko then became apprehensive and reported the matter to the Police, who with the help of some volunteers discovered the body.
