Accra (Greater Accra), 17th November 99

A retired Lieutenant Colonel on Tuesday appeared before a circuit tribunal in Accra charged with defrauding by false pretences and issuing of dud cheque.

Lieutenant Colonel Edward Mensah (rtd), 55, a consultant in Clinical Biochemistry, pleaded not guilty and was granted three million cedis bail with one surety to be justified. He will appear again on December 14.

Prosecuting Police Inspector Joseph Ohemeng told the tribunal chaired by Mr. Charles Nyewolema that on January Six last year, Mr. Henry Odai, a Laboratory Technologist in Accra, issued a cheque for 3.2 million for the supply of laboratory equipment by Mensah.

Mensah however failed to deliver and after numerous attempts to recover the money had failed, he issued a post dated cheque on March 16 this year to be cleared on May 31 but the cheque was dishonoured when it was presented at the bank.

Nettey, who allegedly bought the two vehicles valued at 26 million cedis from Mr. Stephen Kunansi, pleaded not guilty.

Police Inspector Emmanuel Tawiah Boison told the tribunal chaired by Mr. Charles Nyewolema that in March, last year, Mr. Kunansi's brother, in South Korea, sent three vehicles to him to sell.

Inspector Boison said Nettey expressed the desire to purchase all the three vehicles and paid 15 million cedis for one. He then convinced Mr Kunansi to release the other two vehicles to him.

The prosecutor said after receiving the vehicles, Nettey failed to make payment as he promised and went into hiding.

While the Police were hunting for him, Nettey's mother, agreed to pay for the two vehicles but after paying 1.3 million cedis she failed to make any more payments.
