Witness testifies in Ocansey's 1.5 million dollars theft

Mr. E. D. Donkoh, former head of the Budgeting and Accounts Department of the Bank Of Ghana (BOG), told a regional tribunal in Accra on Monday that it was part of his duty to check and identify discrepancies of accounts that go to the central bank including statements.

He said there has been no investigation unit attached to the reconciliation unit of the BOG since April 1998, when he started to work at the unit.         

Witness said he was not aware of the existence of an operation manual rather there was a draft in use, which was occasionally referred to at the bank.

Mr. Donkoh was giving evidence under cross-examined by Mr. E. V. Adjetey, counsel for Sebastian Dick Kobla Nukpui Gavor, a banker and second accused person in the case in which Amina Abubakari Ocansey, a trader and some officials of BOG and a businessman are facing various charges for honouring a fake 1.5 million dollars draft presented to the central bank by Ocansey.

Ocansey, Gavor, Justice Archibold Nee Ofosu Larbie, a banker and Alhaji Sidiq Gimala, a businessman, are charged with conspiracy, causing financial loss to the state, stealing, possessing forged document and uttering forged document.

They have all denied the charges.

Gavor, Larbie and Gimala are on bail, while Ocansey's application for bail was again refused.

Mr. Anthony Gyambiby, Principal State Attorney objected to an attempt by Mr Donkor to tender the draft in evidence, saying witness has not shown that he is the maker of the document and has no right to tender it.

Mr. Adjetey argued that Mr Gyambiby's objection was totally misconceived because the document is relevant to the proceedings in the court and urged the tribunal to over-rule it.

The tribunal upheld the objection saying the draft appeared generally relevant and Mr. Donkoh was a manager in the account department of BOG.
