GFA congress rejects audit report, urges Minister to suspend nomination

The Ghana Football Association (GFA) at its extraordinary Congress on Thursday, asked the new sports minister, Mallam Yusif Isa to put on hold its nomination for the GFA chairmanship until a nine-member board set up to look into the disbursement of the CAF grant of 450,000 dollars for the hosting of the CAN 2000 submits its report.

The board chaired by Mr Douglas Djarbeng, Chairman of the Division One League, has Mr J. Y. Appiah, Oteng Atta, Haruna, Richard Quarshie, Abra Appiah, Kwesi Kyantakyie, David Mawuli Fugah and Captain Kudjoe as members.

The committee is to review the audit report, taking into consideration views of members and find out if there were any discrepancies and to make recommendations to the executive council within a month.

Members rejected the report and called for the formation of the committee when it was revealed that the 450,000-dollar grant was exchanged at SCANCAN, operators of Spacefon instead of a financial institution.

And contrary to their own report that the money was exchanged at a forex bureaux, the officials of the audit service explained that their outfit chose SCACAN because their rate of exchange of 2,600 cedis as at August 30, 1999 was the highest on the market.

This was refuted by Mr Nyantakyie, a banker and a member of the Ghana League Clubs Association (GHALCA) who quoted the lowest rate at August 30, 1999 as 2,620 cedis, which was even higher than the SCACAN's figure.

His point was buttressed by Mr J. Y. Appiah, Chairman of CHALCA and an accountant who stated that it was unprofessional on the part of the audit service to have dealt with SCANCAN, a non-financial institution.

Officials of the audit service however seemed to have found nothing wrong with the procedure and said the money, which was later banked with CAL Merchant bank, yielded 38 million cedis profit.

Mr Kwame Amoah Bosompem of the CHALCA contended that since the money was for the CAN 2000 tournament the audit service could have kept it in dollars until such a time that it was needed saying it could have yielded a higher interest.

Subsequently, Mr Appiah called for the rejection of the report until the findings were made.

Another issue that nearly divided the house was whether to allow the minister to go ahead with his two nominations or wait until the report is submitted and members by 29-13 votes agreed that the minister should wait until the committee's findings are made public.

Players to wear registered numbers from the start of league

Starting from this soccer league season, players in the premier league would feature in matches with permanent registered numbers in conformity with CAF and FIFA competitions.

This means that the players would maintain their numbers at the back of their jerseys through out the entire league season.

Mr Kwame Amaoh Bosompem, an Accra representative of Kumasi Asante Kotoko whose proposals were accepted at the GFA's extra-ordinary congress in Accra on

Thursday cited reasons of health and easy identification.

He made reference to clubs which have only a set of jerseys and said this was unhealthy.

Congress also agreed that teams, which would send more than the required five technical men to the inner perimeter during matches would be fined 200,000 cedis each for any extra member.

Clubs who which fail to honour their fines within 21 days would also forfeit their next matches.  

The GFA would also send independent match observers to league centres in addition to the match commissioners who will submit separate reports. This is to avoid cheating and bad officiating.

The GFA also accepted a suggestion for regular doping tests for players.

Independence Golf at Achimota

This year's Achimota Golf Club Independence Day Four Score Better Ball competition tees off at Achimota in Accra on Tuesday, March six.

Nana Atta Nyamekye, Captain of Achimota Golf Club who announced this in Accra on

Thursday, said the one-day 18-hole competition open to amateur and professional golfers of the Club is expected to attract over 150 participants.

He said the competition which forms part of activities marking the 44th anniversary celebration of Ghana's Independence, would put the competitors in good shape for a major competition.

Isaac Charamba, Kuzi Charamba, J.F. Sam, Isaac Brock, Bashiru Sakibu, Victor Dzanku, have all declared their intention of annexing the trophy for the first time.

Mr I.E. Yamson, President of the Club would present the magnificent trophy to the winner.

Meanwhile, Standard Chartered Bank would sponsor a one-day 18-hole Independence Day golf, competition at the Kumasi Golf Course on Saturday, March three.
