Committee to probe Prisons Officers' strike set up

Accra (Greater Accra) 17 June 2000

Nii Okaija Adamafio, Minister of Interior, on Friday told Parliament that a Committee of Enquiry has been set up to find out the circumstances that led to the demonstration of Junior Officers of the Ghana Prisons Service on Tuesday.

Nii Okaija was in the House to respond to a question by Mr John Kwadwo Gyapong, NDC-Akan, on the circumstances that led to the protest.

The Member also wanted to know what measures were being taken to address all issues related to the said incident to forestall its reoccurrence.

The minister said the Committee would investigate the root cause of the demonstration, adding that the government had in place contingency measures to keep convicts indoors should any "misguided" attempt be made to let them out.

Last Monday, junior officers of the Prisons Service in the Greater Accra Region, embarked on demonstration over their dissatisfaction with their placement on the Ghana Universal Salary Structure (GUSS).

Their colleagues in some of the regions also joined the demonstration the following day.

Nii Okaija said his ministry had noted the disparities occurring as a result of the implementation of the GUSS as it relates to the Prisons Service and other security agencies and that efforts were being made to rectify the situation.

He said his ministry was in control of the situation and promised to furnish the House with the report when it is submitted.

Lieutenant Colonel Emmanuel K.T. Donkor, Minister of Defence, also appeared before the house to provide information on the nature and details of the Insurance Policy subscribed to by Air Link to cover the operations of its flights.

He said the operations of Air Link followed a government's directive to provide transport services to the civil society.

The minister said Air Link was insured under number 01/45/00002/0 that meets the standard of regulations under aviation laws.

Col. Donkor promised to make available the insurance policy covering Air Link to Parliament later.

Mr J.H. Mensah, Minority Leader, thanked the minister for the information, which, he said, would allay the fears of the public.
