There will be a run-off between NPP's John Agyekum Kufuor and NDC's John Atta Mills in the presidential election.
It will take place 21 days after the declaration of the results, the Electoral Commissioner, Dr Kwadwo Afari-Gyan, announced on Sunday.
He told a press conference in Accra that, with results from 199 constituencies declared, no candidate has obtained the required 50 per cent plus one vote required to win in the first round.
The only constituency left is Bawku Central where violence has prevented the declaration of the results.
"Bawku Central has a total voter population of 77,459. Even if any of the two top candidates has all these votes, it will not be possible to make him win 50 per cent plus one," he said.
Mr Kufuor had 3,104,393 votes representing 48.4 per cent while Prof. Mills had 2,871,051 votes representing 44.8 per cent.

The Electoral
Commission (EC) will require 15 billion cedis to hold the run-off of the
presidential election between the New Patriotic Party (NPP) and the ruling
National Democratic Congress (NDC).
Dr Kwadwo Afari-Gyan,
EC Chairman, told a press conference on Sunday that the run-off would be held
within 21 days from the day of declaration and expressed the hope that money would
be available for it.
"The exercise
means doing it all over again," he said, adding: "the only change is
that the ballot papers will show only Vice President Mills and Mr Kufuor.
"This means that
all the other five candidates have been eliminated," Dr Afai-Gyan said.
Mr Kufuor gained
3,104,393 votes or 48.44 per cent while Professor Mills had 2,871,051 votes, or
44.8 per cent.
Dr Afari-Gyan said the
run-off would be held within the stipulated period for a new government to be
inaugurated on January 7 unless the courts say otherwise.
He said it is unlikely
for the EC to allot time for campaign by the two parties before the run-off
ballot, adding that it is a continuation of the election process.
Representatives of political
parties, including Mr Dan Botwe, General Secretary of the NPP, and his
counterpart from the NDC, Alhaji Huudu Yahaya, said that they had accepted the
results and the call for a run-off.
The two parties said
they would do better in the run-off than before and called on supporters to
work hard.
"We've identified
certain areas that we have faulted in and hope to adopt strategies to win this
time round," Mr George Quaynor-Mettle, NDC Propaganda Secretary, said.
Mr Botwe said the NPP
is certain of performing better in the run-off because "Ghanaians are just
tired of NDC rule".

Minority Spokesman on Constitutional Affairs, Nana Akufo-Addo has called on the NDC’s Professor John Atta Mills to concede defeat and spare the nation the task of a re-run of the presidential elections.
He said on a Joy FM current affairs programme, Supper Morning show this morning that the most honourable thing that the Vice president could do for the nation is to look at the situation and ask himself; what do majority of Ghanaians want in this election.
“Look at yourself, look inside yourself and asked yourself which will be the most patriotic thing to do now”, he stated, adding that it is clear from the voting pattern that majority of Ghanaians do not want the NDC in power.
He said he do not think it is in the interest of the Ghanaian people for 15 billion cedis to be used to re-run the election, especially when the Minister of Education Mr Ekow Spio Garbrah had said on a GTV programme the previous night that the amount is not seating anywhere waiting for a re-run of election.
Mr Garbrah, who joined the discussion programme on telephone, however said Prof. Mills and Ghanaians have constitutional right to a second round in the elections.
Mr Agyekum Kufuor of the NPP had 3,104,393 votes representing 48.4 per cent while Prof. Mills of the NDC had 2,871,051 votes representing 44.8 per cent in Thursday elections, thus taking the presidential elections into a second round for the two candidates. A candidate needs 50 percent plus one vote to win the presidency.
The Electoral Commissioner, Dr Kwadwo Afari-Gyan had said the Commission needed 15 billion cedis to conduct a re-run of the elections and expressed the hope that the money would be made available by the government. – Efam Awo Dovi, GRi.

Mr John Agyekum Kufuor, presidential candidate of the NPP, on Sunday declared his readiness for a run off of the presidential election.
Speaking to newsmen at the NPP National Headquarters in Accra he said he accepts the provisional results declared by the Electoral Commission (EC) and looks forward to the run off.
Mr Kufuor's 3,104,393 votes or 48.44 per cent in the election could not give him an automatic win as it fell short of the 50 per cent plus one of popular vote prescribed by the constitution.
Professor John Evans Atta Mills of the NDC, polled 2871,051 or 44.8 per cent. The NPP flagbearer said, "we accept the challenge of a second round. We are confident that we shall beat the NDC again.
Those who called for change have had their hopes realised and we need the support of all those people to finish off".
He called on his supporters to calm saying, "you need to be calm and confident if you want the leadership of the party to guide you into winning the second round".
Mr Kufuor commended Ghanaians for exhibiting "such maturity in democratic practice".
The EC has twenty-one days to organise the run-off between the first two candidates after its formal declaration of election results.

Dr Edward Mahama, the unsuccessful presidential candidate of the People's National Convention (PNC), on Sunday threw his weight behind Mr John Agyekum Kufuor, candidate of the New Patriotic Party.
He told Joy FM radio in Accra that the pattern of voting indicates that the country needs a change and the people voted for it.
"So, under the conditions, I am going to ask the rank and file of the PNC to support Mr Kufuor and his efforts for change," he said. Dr Mahama polled 2.5 per cent of the vote.
The run-off will be between Mr Kufuor who polled 48.44 per cent and Professor John Atta Mills of the National Democratic Congress (NDC) who polled 44.8 per cent out of the 199 constituencies declared so far.
The Electoral Commissioner, Dr Kwadwo Afari-Gyan, said the run-off would be held within 21 days after the final declaration of the results.
Dr. Mahama said the country has been under the same government for 20 years and there must be a change.
"Enough is enough and there must be a change and we will work for change; the change must come and it will come," he said.
He denied that the NDC is closer to the CPP tradition from which the PNC comes.
"The NDC is a coup making tradition. (President Jerry) Rawlings took a gun and violently overthrew an Nkrumaist government, the PNP (People's National Party) government. (President) Rawlings' government is a charade and is not a CPP government," he said.
Mr Goosie Tanoh of the National Reform Party (NRP) who polled 1.1 per cent of the votes has also pledged support for Mr Kufuor.
Professor George Hagan of the Convention People's Party (CPP) had 1.8 per cent while Mr Dan Lartey of the Great Consolidated Popular Party (GCPP) had one per cent of the vote.

Mr Daniel Augustus Lartey, presidential candidate of the Great Consolidated Popular Party (GCPP), said on Sunday that he would only support the candidate who accepts to implement the policy of domestication in a run-off election.
Mr Lartey, who polled 66,439, representing one per cent of the total valid votes cast, told the GNA in an interview that he expects the candidates to negotiate for his support.
"I have heard that Dr. Edward Mahama and Mr Goosie Tanoh have declared their support for Mr Kufuor. But on what basis?" Mr Lartey asked.
Mr Lartey said the voting trend indicated that "Ghanaians want a change, but not just a change".
"They want a shift from neo-colonialism to domestication. They want economic progress. That is why they voted for me."
Consequently, he said, both Mr Kufuor and Professor Atta Mills who will contest the run-off must understand the policy of domestication and accept to implement it.
"This a serious issue and no one should take it for granted," he stressed, adding: "the candidates will definitely come".
A run-off of the election is expected in the next 21 days following the lack of a clear winner, who is required to poll 50 per cent plus one vote.

seats in the 198 constituencies declared on Sunday by the Electoral Commission.
Both the NDC and the NPP had seven each.
There were three from the
Western Region - Angelina Baiden Amissah (NPP-Shama); Gladys Asmah
(NPP-Takoradi); and Gifty Eugenia Kwofie (NPP-Tarkwa-Nsuaem).
Four from the Central
Region - Christine Churcher (NPP-Cape
Coast); Comfort Owusu (NDC-Mfantseman East); Hannah Tetteh-Kpodar
(NDC-Awutu-Senya); and Ama Benyiwa-Doe (NDC-Gomoa West).
Greater Accra had two -
Naa Afieye Ashong (NDC-Kpone-Katamanso) and Theresa Tagoe (NPP-Ablekuma South).

The National Democratic
Congress (NDC) on Sunday said the alleged declaration by Mr John A. Kufuor,
flagbearer of the New Patriotic Party (NPP) of his party's victory in last
Thursday's general election on Saturday evening was "not only an
unconstitutional act but also a treasonable act".
The NDC stated that, by
the 1992 constitution, only the Electoral Commissioner has the mandate to
declare the results of such elections.
At a press conference
at the party's headquarters, Alhaji Issifu Ali, Chairman of the NDC, said the
NDC has written to the Electoral Commission on the alleged declaration and will
await public response from the commission.
Alhaji Ali said Mr
Kufuor's declaration constitutes a criminal act, an abrogation of
constitutional and legal provisions in a manner that engenders civil strife,
and further said that the police have a responsibility to question the basis of
Mr Kufuor's declaration.
The NDC chairman also
abhorred the conduct of some FM stations and TV3 for the platform it gave the
NPP to broadcast their supposed victory.
Alhaji Ali said
contrary to agreed guidelines by the Ghana Journalists Association (GJA) and
the EC for the declaration of the results and the announcement of the ultimate
winner, it suspects some media practitioners are colluding with the NPP to
transmit results, which were clearly incorrect, unconstitutional and illegal.
It therefore called on
the EC and the police to take steps to bring them to book.

The Electoral
Commission (EC) on Sunday provisionally declared that the NPP won the highest
seat of 97 as to 93 by the NDC out of 198 constituencies.
At a news conference in
Accra to update the media and the general public on the elections, Dr Kwadwo
Afari-Gyan, EC Chairman, said the final declaration would be after the
determination of the results for Bawku Central constituency.
The rest are PNC,
three; and the CPP one. Four independent candidates also won their seats, two
in the Volta Region and one each from the Northern Region and Upper East
Region.
The new political
parties, UGM, NRP and GCPP failed to win any seat. The following are the

Mr Peter Nanfuri,
Inspector General of Police, on Sunday confirmed the death of the driver whose
vehicle was reported to have caused an accident involving the presidential
convoy in which four soldiers died last month on the Accra-Tema Motorway.
According to Mr
Nanfuri, Daniel Dawutey Chakitey, driver of the Urvan mini-bus, which allegedly
caused the accident, fell ill a few days ago and was admitted at the Police
Hospital where he died.
He said a post-mortem
examination would be conducted on the body to find out the cause of death. He however
cautioned that "if the doctors who were treating him know the cause of his
death, then there would be no need for the examination".
Chakitey, who was
standing trial with his mate for manslaughter, allegedly crossed the
presidential convoy without any signal, resulting in the accident.
Four presidential
guards, namely, Corporal Kwame Boateng, Corporal Kwabena Aboagye, Lance
Corporal Kweku Ewun-Tohma and Lance Corporal Martin Kumashie, died in the
accident.

Anyidoho, Commander of the Northern Command of the Armed Forces, on Saturday
asked the Upper East Regional Security Council (REGSEC) to ensure the
protection of life and property at Bawku.
"Even if you have
to increase the curfew hours to accomplish this feat, you should not hesitate
to do so," he said.
Maj. Gen. Anyidoho was
speaking at Bawku during a visit to assess the situation following an ethnic
conflict in the aftermath of Thursday's election. A dusk to dawn curfew was
imposed on Friday.
The violence started in
the aftermath of Thursday elections.
Maj. Gen. Anyidoho
expressed regret that an election count could degenerate into an ethnic conflict
resulting in the loss of lives and property. He visited victims on admission at
the Bawku Hospital.
Dr Oscar Debrah,
Medical Superintendent, said 10 bodies; seven men and three women, killed in
the conflict have been deposited at the mortuary.
Maj. Gen. Anyidoho
later addressed the military detachment and commended the REGSEC for the swift
manner in which it contained the situation.
Captain Awuah Mante,
Commanding Officer said the detachment has seized weapons, including five AK
47, a G3 riffle, a pistol, a locally manufactured pistol, dagger and a cache of
ammunition.

petitions against Ashaiman results

An Independent
candidate for Ashaiman in Thursday's elections, on Sunday called on the
Electoral Commission (EC) not to declare the results for the constituency
because of malpractice in the counting and recording of votes.
Mr Alfred Agbesi in a
letter to the Tema District Electoral Officer alleged that two ballot boxes and
result slips of the Kpeshie-Gonno (Adenta) area could not be accounted for at
the collation centre at Ashaiman.
He stated, "I was
surprised to learn later that the total results were collated without the
production of some of the slips or were not signed by the polling agents and/or
presiding officer".
Mr Agbesi said he
detected many anomalies, which "render the results fraudulent and
unacceptable".
"I have reliable
information from my agents at the collation centre that instead of 20,393 votes
for Mr J.A. Kufuor, it was recorded that he obtained 28,393, putting the whole
results into disrepute," he said.
Mr Agbesi, who supports
Professor John Evans Atta Mills, the NDC presidential candidate, said the
ballot boxes and papers from Kpeshie-Gonno area had no serial marks and were
hurriedly done at the Ashaiman police station.
He said some of the
result slips did not indicate the number of ballots issued and actually used,
valid or otherwise.
Mr Agbesi said,
"in my view the results of the presidential and parliamentary elections in
Ashaiman were manipulated. I,
therefore, dispute the results and call for immediate re-collation of the
results particularly those from the Kpeshie-Gonno area".

Nana Kofi Nsiah, a
former Chairman of the Asokwa West constituency of the NDC, on Sunday denied
that he has been arrested for electoral fraud.
He said, "it is
not true that I have been arrested by the Asokwa police for carrying thumb-printed
ballot papers in my car".
Nana Nsiah speaking to
the Ghana News Agency in Kumasi said "I am really shocked and completely
baffled by the smear campaign to drag my hard won reputation into the mud.
For goodness sake, I would
like to call on those peddling the unfounded and baseless, but highly injurious
and costly rumour to stop."

As many as 1,437 ballot
papers out of 25,243 were rejected during the counting of presidential votes cast in the Ayensuano
constituency in the Eastern Region in the December 7 election.
Mr Ahinakwah Quashie,
the returning officer who announced this at Kraboa-Coaltar on Monday said some
of the voters marked all the spaces provided for the various candidates with
their thumbprints, while others marked more than one candidate, making it
impossible for the election officials to determine which particular one they
were voting for.
Mr Quashie attributed
the large number of rejected ballot papers to inadequate education to the
electorate, especially illiterates, on the proper voting procedures.
He urged party leaders
to step-up education of their members on the correct voting procedures so that
they do not repeat such mistakes especially during the re-run of the
presidential election due in 21 days after the announcement of the final
results.
Mr J A Kufuor obtained
12,912 votes, while his closest rival Prof J E A
Mills had 10,435. Mr Godfred
Otchere of the New Patriotic Party won the parliamentary seat with 12,618
votes.

Police re-enforcement sent
to Bawku

The Tamale regional police command on Sunday sent police re-enforcement to Bawku following the outbreak of violence over the counting of votes of the Bawku Central constituency in last Thursday's general election.
Mr. Peter Nanfuri, Inspector General of Police, told the Ghana News Agency that "the situation in the area is under control."
" Even though some arrests has been made I cannot immediately tell you the numbers," Mr Nanfuri said.
He said Mr Wallenkaki of the Tamale police is leading a team to the region to assess the situation.
Seven people are believed to have died following the clashes between supporters of Hajia Fati Seidu incumbent MP and Madam Hawa Yakubu, NPP parliamentary candidate for the constituency, which later generated into an ethnic conflict between Kusasis and Mamprusis
According to our correspondent, at least six houses were burnt including that of Hawa Yakubu and a number of stores looted of monies running into millions of dollars. Police in the area say the combatants used what they described as sophisticated weapons

Auctioneers want
confiscated vehicles sold to scrap dealers

The Ghana Auctioneers Association said on Sunday that over-aged vehicles that have been confiscated by the Customs, Excise and Preventive Service should be auctioned to scrap dealers.
This should be on condition that those who buy them shall not be allowed to register those vehicles, but would dismantle and sell them as spare parts.
A letter to the Minister of Finance signed by Mr S.A.S. George said such a measure would save the government huge sums of money needed to melt them.
It said the government will also make money from the auction of those vehicles and owners of vehicles could buy those parts.
The government in 1998 passed a law that prevents the import of vehicles older than 10 years. All such vehicles are confiscated to the state but only a handful of them have been melted because of the high cost involved. Such vehicles are wasting away as they have been exposed to the weather.
"The Ghana Auctioneers Association appeals to the Minister to entrust the auction sales of those vehicles to the association which has the professional men licensed to dispose of the items," it said.
