Independent paper, The Ghanaian Chronicle, carries that the High Command of the Ghana Armed Forces has described the action of the soldiers who charged on police personnel at the Osu police station as unfortunate, adding that directives has been issued for a full-scale investigation into the incident.

“The military command wishes to indicate that the incident is unfortunate and directives had been issued for full-scale investigation into the incident so that swift action can be taken against the culprits”.

According to a release issued by the Armed Forces Public Relations Directorate on Monday, further directives from the High Command reiterating efforts to address issues of misbehaviour in town or antagonizing the civilian population have been issued to all ranks under the command.

The statement said the directive warned soldiers to desist from meddling in land issues, debt collection, unauthorized use of weapons general misconduct and unruly behaviour.

“The attention of the Armed Forces has been drawn in particular to the Ghanaian Chronicle story of Monday April 2, 2001 alleging that 'Soldiers Attack Osu Police Station' and wish to state that investigations have been ordered into the incident”.

The statement further noted that the two soldiers, Lance Corporal Fiatepe and Sapper Deku mentioned in the story were detained immediately they were released from the police station.

“Further identification is to be conducted to establish the group of soldiers who allegedly stormed the police station and those found guilty would be severely punished.”

It also noted that the Military Command and the Police High Command are in touch with each other on the mate and that the relationship between the Armed Forces and the Police Service has been cordial and strengthened in recent times as can be seen during recent joint military-police operations to retrieve illegal weapons.

“This unfortunate incident will, therefore no be permitted to mar the existing cordial relations between the military and the police.

I’m still acting chairman of PNC – Mallam Isa

 

The former Minister of Youth and Sports, Mallam Ali Yusuf and Sports, has insisted that he still remains the acting National Chairman of the People’s National Convention (PNC), reports the state-own Daily Graphic.

“I am surprised to hear this (Monday) morning that I have been relieved of my position as the Acting National Chairman of the PNC,” he said.

Mallam Isa, in a Radio GAR interview, was reacting to the news that he has been relieved of his position as the Acting National Chairman of the party.

He said at the last National Standing Committee meeting held in January a decision was taken for him to accept his nomination by President Kufuor as Minister for Youth and Sports.

He said ever since he accepted the nomination, no communication was made to him about his vacation of post, adding that he was surprised to hear in the news that he had vacated his post.

Mallam Isa said he was very active in the organisation of the National Standing Committee meeting held at Bolgatanga but was unable to attend because he was helping the police in connection with the recent missing $46,000 dollars.

The National Standing Committee at the meeting said the former sports minister as been relieved of his position as the Acting National Chairman of the party for vacating his post.

Min to review language policy

 

The Ministry of Education is to review the language policy which requires the use of Ghanaian language as the medium of expression in lower primary schools.

This is because it has been identified as a major factor in the poor performance of pupils in cosmopolitan and urban areas where these languages are frequently used in teaching.

Professor Christopher Ameyaw-Akumfi, Minister of Education, announced this at the launching of the Global Week of Action on Education in Ghana at a ceremony in Accra on Monday.

The programme, which is being organised by the Ghana National Education Campaign Coalition (GNECC), is under the theme: “Promoting quality basic education” and is aimed at bringing a number of non-governmental organisations together to make education a global and national issue to be discussed at seminars, fora and conferences.

Prof. Ameyaw-Akumfi said though experts have observed that the policy per se is not bad, it is being reviewed because its implementation has had many difficulties, resulting in many pupils finding it very difficult to express themselves in the English language.

BHC creditors fate assured

 

The state paper, The Ghanaian Times, reports that the fate of creditors and shareholders of the liquidated Bank for Housing and Construction (BHC) is secured and will end in three to five years according to Mr Felix Addo, Partner of Price Waterhouse Coopers (PWC), consultants for the official liquidator.

“Overall liquidation processes especially in relation to disposing of assets and debt recovery matters would be completed in the next three to five years.”

Presenting the progress report to the Third Bank Creditors’ and shareholders meeting in Accra at the weekend, Mr Addo said they would maintain focus on the collection of debts owed the bank and other assets.

BHC, together with Cooperative Bank Ghana Limited went into liquidation on January 17, 2000 after consistently posting huge losses, poor control of the loan portfolio and general failure to maintain the Bank of Ghana’s minimum deposit levels leading to shareholders refusal to pump anymore funds into their operations.

Pregnant woman murdered – Police exhume body for study

 

The Police at Amoagya, near Tarkwa in the Western Region, at the weekend exhumed the body of a 25-year old pregnant woman, Akua Felicia, who was allegedly murdered for ritual purposes.

Her body was said to have been drained, all her teeth and ribs removed and her jaws broken. The victim was three months pregnant.

Six people have been arrested in connection with the case and placed in police custody at Tarkwa.

Police sources told the Times that the decomposed body was found buried in the cocoa farm of Yaw Apae, one of the accused.

The deceased, sources said, was living with her husband, Kwaku Emmanuel, who on March 1 travelled to his hometwon for a funeral at his hometown, Japekrom Mpasu.

The following day, Kwaku Atta, another accused, was said to have colluded with the other accomplices to abduct the woman and murder her ostensibly for ritual purposes.

“They broke the jaws, removed all the teeth and ribs, drained the blood and buried the body in the farm.”

They after that created the impression that the deceased had travelled to her hometown.

The husband and the family of the deceased after fruitless search for her reported the matter to Amoagya police who, with the help of the inhabitants, discovered the body.

When Yaw Apae was interrogated, he admitted the crime and mentioned his accomplices.

Callous Indian ordered to pay 206m damages

 

The Evening News, a state-own daily, says a 206 million-cedi general damages, including costs, awarded in 1999 against Mr Selvan, an Indian supervisor at the Tema Steel Company Limited who poured hot water into the ear of a sleeping Ghanaian casual worker has been unanimously affirmed by the Court of Appeal in Accra.

Judgement of the court read by Mr Justice A.A. Benin (who presided) said the Tema High Court which initially heard the case, was justified in relying on the evidence of the plaintiff backed by expert opinion of an Audiologist that the ear of Mr Michael Opoku got damaged due to the ill-treatment and that local treatment was not available except abroad.

According to the expert, the plaintiff sustained injuries and pain to his right ear to the extent that he had become “profoundly deaf”.

The Tema High Court, which found Selvan liable, awarded 200 million cedis in general damages, 1.5 million cedis special damages and 5 million cedis cost in favour of the plaintiff.

Furore over peacekeepers’ Allowance

 

The Acting Director of Public Relations of the Ghana Armed Forces (GAF), Colonel Emmanuel Nibo, has stated unequivocally that no personnel of the GAF who is on a peace-keeping mission, collects a daily allowance of $160.00, reports the private owned bi-weekly, The Crusading Guide.

“It is not true that the United Nation (UN) pays each soldier on peace-keeping operations $160.00 per day as allowance”.

The Acting Public Relations Director was reacting to a claim by an anonymous caller last week Thursday who claimed that there was a great deal of confusion at the Burma Camp stemming from the inability of the government to fulfill its campaign promise regarding the allowance of peace-keepers.

Some one who claimed that he was a soldier at the Burma Camp telephoned the office of The Crusading Guide last weekend told this reporter that some soldiers were very apprehensive about the increase of the take-home daily allowance of a soldier on peace-keeping mission, from $16.00 to only $20.00 as announced by the Government on Wednesday, March 28,2001.

According to the anonymous caller, the UN pays each soldier $160.00, out of which the previous government was giving the soldier only $16.00 to take home. He could however, not explain in clear terms when the remaining amount ($144.00) was used for.

He continued that during the electioneering campaign, the New Patriotic Party (NPP) promised to give each soldier on peace keeping operation about 50% of the amount ($160.00) but the increase from $16.00 to $20.00 did not represent 50% and so they (soldiers) were disappointed and as a result, were making a lot of noise at the Camp.

It will be recalled that during the recent 53rd anniversary of the 28 February 1948 shooting incident, the vice President, Alhaji Aliu Mahama, said that the peace-keeping allowance would be reviewed. Consequently, it was reviewed upwards last week Wednesday.

Duncan Williams divorced

 

The bi-weekly, The Statesman, reports that Bishop Nicholas Duncan-Williams, Head and Founder of the Christian Action Faith Ministries, Accra, faces difficult times ahead. His wife of 20 years, Francesca has divorced him for what he believes is “lack of quality time and affection” on his part.

Breaking the news to a stunned congregation last Sunday, a tearful Bishop Duncan-Williams said, “My marriage has undergone tremendous challenges in the last two years and I did all I could to save it.” He made a passionate appeal to married men in the church to learn from his experiences, saying most women can live without riches but not without attention, and quality time.

The Head of one of Ghana’s largest and most popular charismatic churches found it ironic that his wife would marry him when he had nothing, and then leave at a time when he was making some progress in life. If she could leave him now then it had to do with women wanting quality time and affection, more than anything else, he reasoned.

Though his marriage has come to the end of the road, the Bishop maintains that he does not believe in divorce and would not recommend it to anyone.

He intends to take a break for a while and asked the congregation, some of whom were in tears, to pray for him and his family. He also thanked his fellow ministers, including Apostle Mike Ntumy, Church of Pentecost, Fred Deegbe, Calvery Baptist Church, Dag Heward-Mills, Lighthouse Chapel International, and Dr. Mensah Otabil, International Central Gospel Church, for standing by him during these trying times.

Bishop Duncan-Williams and Francesca have four children, Elsie, Nicole, Joel and Daniel, who are currently living in the US with her.

Ex-NDC MP thrown out of exam hall

 

Luck ran out on the Ex-MP for Dade Kotopon, Hon Mr. Sylvester Mensah when he attempted to pull a fast one on the authorities at the school of Administration, University of Ghana-Legon during the screening test for the MBA/MPA admissions.

Narrating how the whole incident happened to 'The Independent', a source at the examination hall said at 8:30 am on Saturday morning, March 24, 2001 about 700 prospective candidates gathered at the Balme Library Annex for the exams.

The Ex-MP was at the third floor where MDA Human Resource Management and Marketing candidates were assigned.

He had been given his question paper, waiting for instruction to start, when one of the invigilators with an eagle eye questioned his eligibility for the exams.

“Are you a graduate, do you have a first degree, the invigilator quizzed the Ex-MP” the source said. 

The invigilator then asked Mr Mensah whose index number was MBA/HRM/115 to leave the exams hall peacefully or be handed over to the Legon Police.

“Apologetically, the Ex-Mp walked out of the exams hall”, the source said. 

The screening test for the MBA/MPA admission is for people with good first degrees but the paper learnt that the Ex-MP is now at Level 400, that is final year at the school of Administration.

On account of that, the source said, Hon. Mensah does not qualify to take part in the examination.

Meanwhile a lot of students at the school of Administration have called on the authorities to institute a probe into how Mr. Mensah got shortlisted for the examination.

“I suspect foul play because the Ex-MP simply does not qualify to do the exams, he is not a graduate” one of the students said.

Top footballer in police grips

 

A professional footballer of Tano Bofoakwa football Club, Osei Kwame 31, is in the grips of the Kumasi Central Police for allegedly raping a 17-year old student of Prince of Peace Girls Secondary School in Kumasi.

According to Police sources on Monday, the suspect also subjected the girl to severe beatings after satisfying his extraordinary sexual desires.

The source told 'The Daily Guide' that on March 28, 2001, the victim visited the suspect in his home at North Suntreso, a suburb of Kumasi.

Osei Kwame who could not control his sexual stimulations pounced on the victim and forcibly had sex with her.

He is alleged to have subjected the victim to severe beating on the accusation that she had stolen his $135.

He then dragged the victim to the Central Police Station to be placed in police custody.

But when the victim told her story and the ordeal she went through at the hands of the suspect, the complainant Osei Kwame became the accused and was immediately arrested by the police while she was issued with a police medical form to visit the hospital while the matter is being investigated.
